Why is my 2003 Elantra making a loud shrieking sound when wheels are turned.?

have an 03 Hyundai Elantra hatch. Just replaced all belts. When I start the car and turn the wheels all the way to one direction or the other--the steering belt shrieks. The tension is good. The steering belt seems to tighten when the wheels are all the way turned. It shrieked with the old belt too. Is anyone familiar with hyundais??? thanks!
