Will my puppy ever stop hurting my other dog?

My little puppy will jump up and bite the extra skin that my dog has not grown into yet.She pulls on it and it really hurts her.Even if i scold her she will just jump up and do it again.Even if i hold her to the ground and bop her on the nose she will keep on doing it because she is a little bit spastic.PLEASE HELP ME AND MY DOG.IT IS SO ANNOYING!!!!!!!!!!!!!!!!!!!!!!
