Yes, you can get a laptop custom-built. Dell, Apple, HP, and several other manufacturers let you customize the specs of a laptop on their website. They will custom-build it to the specs you choose and ship it to you. Dell has recently started offering some laptops with Linux, but most are available only with Windows. I do not know of any manufacturers that ship computers without an OS.
