96 Ford Ranger 4x4 is not working?

4 wheel drive will not engage. Axels will not come out far enough to put on C clamp,as stated in Chiltons manual.Driver axel sticks out further than Penger side axel,but neither axel comes out far enough to put on bearing spacer,needle thrust bearing,axel shaft spacer,and snap ring.How can I make this work???
